Ever walk into a clothing store and notice that rack in the back filled with older shirts, pants and skirts marked down at a huge discount? Sure you have. They're called discount racks. And they're basically the store's clearance items that they're trying to move so they can make room for newer merchandise. And while the selection might be slightly limited in terms of sizes and styles, you can definitely snag some great deals. What's the difference between surplus and clearance?

For you the consumer? Nothing. They can call it surplus, clearance, liquidation, closeouts or even overstock. Bottom line is it means you're saving money on merchandise that a company is trying to get rid of.

Why are these stores giving such big discounts on these items? Are they damaged?

While some surplus sites may offer damaged goods (though they'd have to tell you if they are), most offer brand-name merchandise at a heavy discount. There are several reasons why a seller might try to unload this merchandise at a bargain prices. Perhaps a store ordered too much of something and needs to get rid of it to make room for something else. Maybe a newer version of the product came out and they need to sell off the older version. In many cases it's a win-win situation. You (the buyer) get a great bargain while the seller is able to sell unwanted product.

Now, unlike those bargain racks where there's only orange size 2 dresses available, online surplus sites carry a wide variety of merchandise. You can find TVs, makeup, books, CDs, computers, tennis rackets, vacation packages, toys, lamps, you name it! The only thing you should be aware of is to always check the warranty and return policy before making any purchases.
