As my teenage daughter approaches driving age, we've been paying extra attention to the requirements that must be met before she can have a learner's permit. Here in New Jersey, there are proposals before the state legislature that would allow for harsher penalties on teen drivers who break the law.

Specifically, these proposals target teens who talk or text on their cell phones while behind the wheel.  While I would never condone cell-phone use while driving, I don't believe it's fair to single out teenagers.

Spend a few minutes near an elementary-school parking lot at pickup time, or near the Little League fields after the games end.  Take a look at how many parents are on the phone as they leave the parking lots of the schools or athletic fields.  It's pretty scary.  An awful lot of parents use the phone behind the wheel.  And they have kids in the car.

In my opinion, safety rules are safety rules.  The same rules--and consequences--related to safe driving must apply to all drivers.
